Brazil is a member of the Hague Apostille Convention. Florida-issued documents apostilled by the Florida Secretary of State are generally recognized by Brazil receiving authorities, subject to document type and the requirements of the specific receiving institution.

Yes. The Apostille Convention entered into force for Brazil on August 14, 2016. The competent U.S. authority still depends on the origin and type of document.
