Mexico is a member of the Hague Apostille Convention. Florida-issued documents apostilled by the Florida Secretary of State are generally recognized by Mexico receiving authorities, subject to document type and the requirements of the specific receiving institution.

Yes. The Apostille Convention entered into force for Mexico on August 14, 1995. The U.S. competent authority depends on whether the document is state-issued, federal, or privately executed and notarized.
